Today, we released the Third Quarterly Report which covers our work on the areas and obligations in the January 31, 2019 Agreement from October 1 – December 31, 2019. During this time, we continued to assist NYCHA with meeting the requirements of the Agreement to ensure safe and sanitary housing.

Federal Monitor Approves NYCHA’s Elevator Action Plan

Today, I approved NYCHA’s Elevator Action Plan which includes a detailed step-by-step response plan for all elevator outages and no-service conditions, as well as capital and operational commitments by NYCHA designed to meet the requirements of the Jan. 31 Agreement.

Federal Monitor Approves NYCHA’s Heat Action Plan

Federal Monitor Bart M. Schwartz and the New York City Housing Authority (NYCHA) today issued the Heat Action Plan. The plan details the requirements for responding to a heat outage at every development and for providing alternative heating community spaces during prolonged outages.

Monitor Approves Plan for $450 Million in State Funding

Today Federal Monitor Bart M. Schwartz and the New York City Housing Authority (NYCHA) announced the Action Plan that will govern the expenditure of $450 million in New York State capital reimbursement funds for the purchase and installation of new elevators and boilers at identified developments (the “GDA Action Plan”). The GDA Action Plan, drafted by NYCHA and reviewed and approved by the Monitor, implements the Funding Agreement between NYCHA and the Dormitory Authority of New York (DASNY) (the “Funding Agreement”)” reached between NYCHA and the State on September 5, 2019.
